  Take the Old Quebec Funicular down from the Frontenac to the Quartier Petit Champlain. Or walk, it's close.

  You can get a great deal on the Frontenac in winter, an old-school lux hotel. Churchill and Roosevelt met here to plan WW2 strategy.
